Elmwood trustees approve 2026 budget, expand winter-parking permit authority and approve facility upgrades

The Village of Elmwood Board of Trustees approved the 2026 budget and a series of administrative actions at its Dec. 8 meeting.
The board voted to adopt the 2026 Village budget after Clerk/Treasurer Holly Malaszuk said account misclassifications have made budgeting difficult and that auditors will assist in aligning accounts. Trustee Dawn Toth moved to approve the budget; Trustee Paul Unser seconded and the motion carried on a roll-call vote.
In a separate measure affecting residents, the board granted Police Chief Darren Ekholm and Clerk/Treasurer Holly Malaszuk the authority to issue winter parking permits directly without requiring full board approval. The board also approved a specific permit for Cammi Hotchkiss-Fox. Chief Ekholm had explained that even with a permit, residents must comply with parking restrictions during snow events and clarified that a temporary red handicap permit differs from a permanent blue permit.
The board approved several facility and operational items: installation of a front main-door fob system for Village Hall (quote presented from Tru-Lock & Security Inc.), acceptance of a heater-unit quote from T&S Hardware for the Old Fire Hall, and closing and transferring funds from a dormant Nursing Home account (Account x0125) into the primary Nursing Home account (Account x7998). Dawn Toth moved to install the front main door fob system only at this time; the motion carried. Jason Severson moved to accept the T&S Hardware quote for the heater unit; the motion also carried.
Financial housekeeping actions included increasing the NSF check fee from $25 to $30 and authorizing the Clerk/Treasurer to refuse acceptance of checks from individuals with two returned checks. The board also approved a $250 donation to the Elmwood American Legion to assist with repainting the Old Fire Hall.
A closed-session item concerning the sale of nursing-home property was approved in open session after the board reconvened, but the board said details will not be released until the Village realtor approves disclosure.
Routine business completed at the meeting included approval of operator’s licenses for Kelly Ebben and Ecko Carl and approval of the submitted bills. The meeting opened at 7:00 p.m. and adjourned at 7:58 p.m.
