South Hill council approves FY25 audit, appropriates $4.5M Microsoft revenue and awards Town Hall renovation contract

Mayor Mike Moody presided over the South Hill Town Council’s regular meeting on March 9, 2026, where councilors approved the town’s FY25 financial report, appropriated additional Microsoft tax revenue to the current budget and authorized a contract to renovate Town Hall.
Taylor Stover of Robinson, Farmer, Cox Associates presented the FY25 audit and reported that “the audit resulted in no findings.” Councilor Jenifer Freeman-Hite moved to approve the report; the motion passed on a roll-call vote with all members voting aye.
Town Manager Keli Reekes asked council to appropriate $4,511,000 in additional real estate and personal property tax revenue collected from Microsoft to the FY26 General Fund. Vice Mayor Gavin Honeycutt moved to appropriate the funds; the appropriation passed on a unanimous roll-call vote.
Council awarded the Town Hall renovation contract to R.F. Howerton, Inc. for $779,191 after staff described a competitive Invitation for Bids process conducted with the assistance of Moseley Design and B&B Consultants. The approved scope covers interior restoration following mold remediation, restroom and storage renovations and façade work; the Town Manager was authorized to execute the necessary contracts.
Council also approved the consent agenda, which included minutes from Feb. 4 and Feb. 9 and the monthly financial report showing total funds of $42,143,192.98, and accepted departmental reports from Police, Municipal Services, Parks, Code Compliance, Business Development and Human Resources. The Police Department reported 203 activity incidents, 44 reportable criminal offenses, 683 calls for service and $2,111 in property recovered for February.
