South Hill council approves rezoning, construction contracts and water‑line easement resolution

The South Hill Town Council approved a slate of land‑use and infrastructure actions at its March 10 meeting, including two rezoning requests, several construction awards and a resolution authorizing acquisition of rights‑of‑way for a water‑line project.
Council voted unanimously to approve Rezoning Case #2025‑4, a request by Frankie Howerton Jr./Premier Developers, LLC to rezone the property at the corner of Pace Drive and N. Mecklenburg Avenue from General Commercial District C2 to General Dwelling District R2‑16. Code Compliance Official David Hash opened the public hearing and local resident William Lewis raised traffic concerns; Councilor Ashley Hardee noted the Planning Commission recommended approval.
Council also unanimously approved Rezoning Case #2025‑5, requested by T & K Property Investments, LLC to change zoning on an approximately Plank Road parcel from Transitional Suburban Residential District R1‑40 to Single‑family Residential District R1‑10. Wade Crowder sought clarification about the location during the public hearing; Vice Mayor Gavin Honeycutt recommended coordinating with Mecklenburg County Schools to address traffic concerns.
On municipal facilities and public‑works contracting, the council accepted the staff recommendation to negotiate a contract with Moseley Architects to renovate 111 E. Danville Street for the Police Department. The motion to accept Moseley Architects passed unanimously.
For street and traffic work, staff recommended and council awarded IFB 2025‑01 (asphalt milling, overlay and traffic marking) to Colony Construction, Inc.; the project is expected to begin in late April or early May, weather permitting. Council also awarded the Franklin and Windsor Street stormwater project to J A Barker Construction for the base bid of $141,364.50 and authorized the Town Manager to execute required paperwork.
Finally, Council approved a resolution authorizing acquisition of rights‑of‑way and easements by purchase or, if necessary, eminent domain (including the "quick take" procedure) for the Alpine–Thompson Water Line Project. Town Attorney Jesse Bausch told Council two parcels have unclear ownership and staff are working to locate owners prior to acquisition efforts.
The consent agenda and staff reports for February were accepted as presented. The Police Department reported 246 activity incidents, 33 reportable criminal offenses, 896 calls for service and $35,105 in property recovered for the month. The Council adjourned at 7:36 p.m.
