City administrator updates demolition, Aquatic Center sewer repair and splashpad ribbon-cutting; ordinances receive first reading

City Administrator Jason Sergeant provided multiple operational updates to the Common Council on June 10, and staff presented two zoning ordinance updates for first reading.
Sergeant updated the council on the demolition timeline for 465 W Main and said the city will hold a movie-in-the-park fundraiser to support the Youth Center amid its facility closure. He reported an incident in which a fence post was driven through a sewer line outside the concession area at the new Aquatic Center; staff described planned repairs and expressed hope the pool can remain open during the fix. Sergeant also reminded the council of a Leonard Leota Park splashpad ribbon-cutting scheduled for June 22.
Community Development Director Colette Spranger summarized two ordinance updates in a written summary and during discussion: Ordinance 2024-04 (updates to certain sections of Chapter 130, Zoning) and Ordinance 2024-05 (updates to Divisions 12–15 and introduction of Section 130-1306). Alderperson Jim Brooks read both ordinances for their first readings; no final action occurred at this meeting.
In separate action Mayor Duggan and the council appointed Kris Evans to an unexpired three-year term on the Park and Recreation Board through 2027; motion passed 7-0. Duggan also asked councilors to submit input in writing by July 13 on the City Administrator’s performance appraisal and to coordinate outreach with staff to avoid duplication.
