Evansville council approves rezoning and land division, accepts $1.48 million in bills, grants liquor license and appoints police commissioner

The Evansville Common Council on Aug. 13 approved a string of routine actions, including a rezoning ordinance, a land-division approval, acceptance of monthly city bills totaling $1,476,364.72 and an alcohol license for a local Family Dollar store.
Mayor Dianne Duggan called the meeting to order at 6:00 p.m. and council members quickly moved through consent and procedural items before taking up committee recommendations and appointments.
Council members approved Ordinance 2024-06, which rezones Lot 1 of a certified survey map from Residential District One (R-1) to Local Business District (B-1), on a motion by Alderperson Jim Brooks, seconded by Alderperson Abbey Barnes. The motion passed 6-0. The council also approved Land Division LD-2024-09 (preliminary and final plat for parcels at 332 E. Main and 15 Cemetery) with conditions as written in the staff report; that motion was made by Brooks and seconded by Lita Droster and passed 6-0. Two other plan commission items (including Ordinance 2024-07 and LD-2024-10) lacked a quorum at the Plan Commission and will be placed on a future agenda.
In finance matters, the council accepted the July 2024 city bills totaling $1,476,364.72 after a motion from Brooks and a second from Droster; the roll-call vote was 6-0. Treasurer Julie Roberts told the council there were no items of concern in the second-quarter treasurer's report.
On public-safety business, the council approved an original alcohol license for Family Dollar Stores of Wisconsin, LLC, d/b/a Family Dollar Store #24446, agent Priscilla Santos, at 28 County Highway M in Evansville. Alderperson Erika Stuart moved the license approval, and Alderperson Gene Lewis seconded; the vote passed by roll call 6-0.
The council also appointed Rachel Davis (13 N. Wyler Dr.) to the unexpired five-year term on the Police Commission ending in 2026. The motion to appoint Davis was made by Brooks, seconded by Droster and carried by roll call 6-0.
The meeting closed with calendar reminders for September and October meetings and conferences; Mayor Duggan adjourned the meeting at 6:46 p.m.
