Council approves Windmill Ridge First Addition plat with conditions; one member recused
Summary

The Evansville Common Council approved the Windmill Ridge First Addition subdivision on June 10, subject to several conditions intended to protect public interests before recording.
A motion to approve the Preliminary and Final Plat for the Windmill Ridge First Addition passed 6-0-1, with Alderperson Joe Geoffrion recorded as recused. Conditions attached by the council require the Land Divider’s Agreement to be completed and executed by both the city and developer, an irrevocable letter of credit be submitted for City Engineer approval, and amended preliminary and final plats to show additional area acquired for a recreational trail easement along the west edge of the plat prior to recording.
A subsequent motion to approve the Land Divider’s Agreement passed by the same 6-0-1 tally (Geoffrion recused). The motions were moved by Alderperson Jim Brooks and seconded by Alderperson Abbey Barnes.
The conditions mean the plat will not be recorded until the developer satisfies the financial and mapping requirements and the city engineer signs off; the recusal was noted in the roll call and vote record.
