At its July 15 meeting, the Ladue City Council adopted a series of resolutions authorizing city contracts and administrative changes and directed staff on a November ballot question.
Council adopted Resolution 2024‑37, authorizing the mayor to execute a contract with Sitelines for repair of the Building Department portico. The council adopted Resolution 2024‑38, authorizing a contract with Corrective Asphalt Materials, LLC for application of reclamite on Dielman Road (from Ladue Road to the northern municipal limits). Resolution 2024‑39 authorized a contract with Aalco Wrecking Company Inc. for professional demolition/land clearance services and asbestos abatement related to the 2024 Flood Buyout Program. Resolution 2024‑40 authorized centralized dispatch services with Central County Emergency 911 Dispatching Center, and Resolution 2024‑41 amended the personnel manual to incorporate an Employee Referral Incentive Program. On the subject of local ballot authority, City Attorney Erin Seele explained that Constitutional Amendment 3 (2021) allows municipalities to place a proposition on the November presidential ballot to prohibit non‑medical dispensaries and microbusiness dispensaries; the council directed staff to draft a bill for the August meeting that would place such a proposition on the November 2024 ballot if the council later approves it.
Mayor Nancy Spewak announced the appointment of Stacey Mann as Interim Finance Director following the resignation of Scott Kroenung; Anne Lamitola will oversee day‑to‑day administration and finance operations during the transition. The council also reviewed routine financial reports and ordered them filed for information.
