Afton council rejects school-district MOU after dispute over adult access to facilities

The Afton Town Council declined to approve a memorandum of understanding with the Lincoln County School District at its Dec. 13 meeting after debate over whether adults should be allowed free use of school facilities.
The memorandum as presented allowed the Town and the school district to use each other’s facilities at no charge for youth programs only. Councilman Jason C. Inskeep abstained from the discussion because of a potential conflict of interest. Councilman Jerry Hansen argued that adult programs should likewise be allowed to use the facilities at no charge. Marlowe Scherbel voiced support for Hansen, saying he was "disappointed that the school district would take the stance of charging adults to use the facilities."
At the call of the Mayor, Councilman Rick Merritt moved to approve the memorandum and Mayor Joel Neuenschwander seconded. After discussion the vote failed: Councilman Hansen abstained, Councilman Bill Hoopes voted no, and the Mayor and Councilman Merritt voted in favor; Councilman Inskeep did not participate in the motion. The Council did not adopt the MOU and no alternative terms were approved at the meeting.
The disagreement centered on the district’s condition limiting complimentary use to youth programs; Town representatives said they would continue to work through facility-use issues with the district.
