Fennimore council approves water tower contract, equipment purchase, fee changes and wage resolution

The Fennimore Common Council on Dec. 15 approved a package of contracts, equipment purchases and fee changes, and adopted employee contracts and a wage resolution after a brief closed session.
Mayor Ryan Boebel called the meeting to order at 5:30 p.m. and alderpersons Adam, Kretschman, Roth, Strack, Streif and Hagen were recorded as present. The council approved the meeting agenda and the Nov. 17, 2025 minutes before taking up claims and other business.
On a motion by Streif, seconded by Kretschman, the council approved council claims dated Nov. 28, 2025 totaling $796,768.48. The minutes give a breakdown of the claims as City $652,330.83, Utility $126,428.27 and Sewer $18,009.38. The minutes also record gross payroll amounts of $68,594.48 for the Nov. 28 pay period and $69,981.98 for the Dec. 12 pay period; the claims motion carried on a roll call vote 6-0.
The council awarded the water tower contract to USG, requiring a performance bond be built into the contract. The motion to approve the USG bid was made by Streif and seconded by Adam; the minutes record the motion carried on a roll call vote.
Council members also approved a purchase of a 2025 Yanmar mini-excavator from Roeder Implement Inc. The motion, made by Adam and seconded by Kretschman, specifies the purchase will be funded using amounts set aside from four departmental budgets and proceeds from equipment sold on Wisconsin Surplus. The minutes state the motion carried on a roll call vote.
On a motion by Kretschman, seconded by Roth, the council adopted Ordinance 2025-12-15, which removes "Connection Charges" from section 7.03(4)(d) of Chapter 7 and refers those items to the schedule of fees in section 7.03(8)(d). Separately, the council approved the 2026 Schedule of Fees — a motion by Adam, seconded by Streif — removing connection fees and adding sewer rates; the fee motion carried 6-0.
The council considered employee contract matters in closed session. Minutes show a motion by Roth, seconded by Kretschman, to move into closed session at 6:03 p.m.; the body returned to open session at 6:28 p.m. on a motion by Roth, seconded by Kretschman. After returning to open session, the council approved employee contracts as presented and adopted Wage Resolution 2025-12-15A on a motion by Adam, seconded by Hagen; the minutes record the motion carried 6-0.
Other routine items included a Tree Board update from Margaret Sprague and approval of the presented list of election inspectors. The meeting adjourned at 6:32 p.m.
