Stephens City clerk to resign; council appoints deputy as interim town clerk

Kelly Thatcher, Stephens City’s town clerk, announced at the Oct. 1 council meeting that she will resign effective Friday, Oct. 4, and will be leaving the position to move to Ocean City.
Town Manager Mike Majher told council that Thatcher has been “a valuable team member” and said, “we’re all replaceable in our positions here, but the people are not,” adding that Thatcher is “irreplaceable.” Mayor Michael A. Diaz then asked for a motion to appoint an interim clerk.
Councilwoman Regina Swygert-Smith moved to appoint Deputy Town Clerk Cailee Anderson as interim Town Clerk, effective 4:35 p.m. on Friday, Oct. 4. The motion carried with the following vote as recorded in the minutes: Linden A. Fravel Jr. — absent; Pete Fravel — aye; Mariah Smith — aye; Tina Stevens — absent; Regina Swygert-Smith — aye; Brian Woodruff — aye.
Majher told the council that Anderson has been training with Thatcher on the town-clerk duties and that staff expect Anderson to serve until the term expires. The council did not record any additional conditions or a timeline for a permanent replacement at the Oct. 1 meeting.
The council adjourned at 8:02 p.m.
