Ogdensburg council authorizes online auction for surplus property and reviews municipal projects

The Borough of Ogdensburg Mayor and Council voted on Oct. 28 to authorize the sale of surplus personal property through the GovDeals online auction service under Sourcewell Contract No. 041316-GDI.
Resolution 83-2019, included on the consent agenda and approved by roll call, declares the listed items surplus, permits sales through GovDeals "as is," requires successful bidders to execute Hold Harmless and Indemnification agreements, and specifies a 12.5% commission to be paid to GovDeals. Borough Attorney Robert McBriar advised the council to establish fair-market-value estimates to set minimums and protect the borough’s interests. "It is always good practice to have an estimate of fair market value to set a minimum threshold amounts to ensure we are getting a decent return on those items," McBriar said during the meeting.
The vote on the consent agenda passed on roll call. The minutes record that Councilman Opilla moved and Councilwoman Slater seconded the motion; the roll call listed Alvarez, Nasisi, O’Dell, Opilla and Slater as voting in favor. Opilla and Slater recorded abstentions on item #1 (the minutes) noted in the consent pack.
Council members also took up several recurring municipal maintenance and personnel matters. Councilman Nasisi said the borough engineer is finalizing bid specifications for the Borough Hall roof and that the council had tentatively agreed on a roughly 20-day advertising period before returning the item at a subsequent meeting. On the historical building’s steam boiler, Nasisi said the council had approved one quote and had received a second, higher quote that Mr. Kibildis explained to the body.
On personnel policy, Councilwoman Slater said she, Borough Clerk Robin Hough, Mike and Robert reviewed the employee handbook and added additional language; she told the council she expected a draft to be available for review in December. Councilman Opilla reported that open enrollment took place this month and that retiree premiums will rise about 2% "due to the mandatory Opioid treatment plan that is part of the coverage this year," although current-employee rates decreased. He said he would investigate options to add dental and vision coverage that might be less costly than state offerings.
Mayor George P. Hutnick told the council that surplus vehicles at the Department of Public Works would be offered for sale and that Chief Gordon had been instructed to proceed on a police-hiring list to position the borough about six months ahead of schedule. Legal guidance cited the Local Unit Technology Pilot Program and Study Act (P.L. 2001, c.30) and the State Division of Local Government Services Local Finance Notice 2008-9 as the framework for using online auction services.
The council approved payment of vouchers and departmental finance reports later in the meeting. The voucher list in the minutes includes multiple vendors and large line items to the Sussex County Treasurer.
