Town Manager Bryce Simmons briefed the council on several infrastructure, grant and regulatory matters May 20.
Simmons said four pallets of anthracite filter media were delivered and are being installed at the water plant to improve run times. The council authorized execution of a $9,500 contract with SLR Enterprises to repair a sinking brick manhole at West Street and West Blue Ridge Street. The 30‑day removal order for 411 Dobyns Road has expired; Simmons said the Town will solicit demolition quotes, send a final notice of costs to the property owner, and process a lien if necessary.
On the Filter Backwash Project, Simmons said the contractor is installing rebar and pouring the sump and that Pay Application #1 for $79,705 was approved for reimbursement. He also reported a meeting with USDA underwriters and consultant firm Dewberry regarding scope and funding for a generator project with an approximate $1.1 million appropriation; the Preliminary Engineering Report will likely require an amendment to satisfy underwriter requirements.
Simmons reported the wastewater plant received a Notice of Violation from the Virginia Department of Environmental Quality because a prior operator failed to collect required weekly nitrate samples during the second half of 2025. A formal response was sent to Joseph Heller at DEQ on May 7; a follow‑up meeting produced no further action items, but Simmons said a fine is anticipated. The Town is distributing the 2025 Consumer Confidence Report and will post a hard copy at Town Hall before the next billing cycle.
Other items Simmons noted included completion of VA250 signage, two scopes of work being drafted for the Mayo River Rail Trail (trail survey and vine removal) under a forestry grant, and a recent equipment purchase: a commercial Scag mower for the sewer plant with a final invoice of $10,014.37 (above the original $10,000 cap due to taxes and transport).
