The Stuart Town Council on May 20 approved advertising the FY2027 Proposed Master Budget and set a public hearing for June 17, 2026.
Town Manager Bryce Simmons told the council the budget relies on $25,972 in appropriated unrestricted fund balance to temper a smaller‑than‑requested utility rate increase. He said the wholesale rates charged to the Patrick County Public Service Authority are estimated at $6.28 per thousand gallons for water and $8.52 per thousand gallons for sewer; those figures will be reconciled against the final audit during the annual true‑up process, the Town noted. Simmons also reported the General Fund interfund transfer subsidy has been reduced to $283,521.
PSA Director Mark Vernon cautioned the rates are estimates that will be adjusted in the true‑up. Councilor Bob Pittis moved to approve the budget for advertisement and to schedule the June 17 public hearing; the motion was seconded by Councilor Rebecca Adcock and passed by the council members present.
The hearing will be the next formal opportunity for public input on the proposed tax and rate changes. The council’s vote authorized staff to publish the required legal notices and materials for the public hearing; any final budget adoption would occur after that hearing and any subsequent amendments.
