Stuart council adopts updated employee handbook; approves Chamber ads and routine bills (Adcock abstains)

At the Jan. 21 meeting the Stuart Town Council unanimously adopted a revised Employee Handbook dated Jan. 21, 2026. Town Manager Bryce Simmons presented the final draft, which updates leave accrual rates, clarifies administrative leave during inclement weather and formalizes a grievance procedure to align with state code. Vice‑Mayor David Hoback moved for immediate adoption; Councilor Jeffery Houchins seconded and the motion passed unanimously.

During Council communications, Councilor Rebecca Adcock requested the Town renew its Chamber of Commerce membership and purchase two half‑page ads in the Patrick County Magazine. Vice‑Mayor David Hoback moved to approve the advertisements; Councilor Bob Pittis seconded and the motion passed with Adcock recorded as abstaining. The Council later approved continued Chamber membership with the same abstention recorded.

Council moved to approve payment of bills, including the Hill Studio and WPPDC invoices noted earlier; Councilor Jeffery Houchins moved to approve payment, Vice‑Mayor David Hoback seconded and the motion carried (Councilor Adcock abstained). Council also requested that a list of delinquent real estate tax accounts be presented at the next meeting to permit discussion of potential collection or enforcement options.

Misty Raines, Clerk/Treasurer, reported that mailed disconnect notices are proving effective and several delinquent business accounts are making progress on payment plans. The meeting adjourned by unanimous motion of Councilor Bob Pittis and Councilor Jeffery Houchins.
