SARB reviews 303 E Main RFP, mural proposals, parade-route changes and parking enforcement concerns

City staff told the Shopping Area Redevelopment Board the 303 E Main RFP has been sent to roughly 30 developers and was endorsed by City Council; board members discussed property-assembly challenges and required boiler space for potential snowmelt. Staff also reported 18 mural proposals, updates to the Memorial Day route and ceremony location, and members raised parking enforcement and dumpster misuse concerns.
City staff reviewed several downtown items at the May 14 Shopping Area Redevelopment Board meeting, including a developer RFP for 303 E Main, a downtown mural selection process, Memorial Day route changes and ongoing parking enforcement issues.
Marketing Director deRoo said the City Council endorsed release of the 303 E Main request for proposals and that the RFP was distributed to about 30 developers. Staff said council members raised concerns that neighboring property owners might feel pressured to sell; deRoo said property owners retain the right to remain in place, sell to another resident, or sell to a developer, and that as of the meeting none had contacted the city. Board members observed the 303 E Main lot is small and that assembling additional adjacent properties would likely be required for a substantial development; members also noted the city can reject proposals that do not align with the downtown vision.
Staff emphasized that a future development should reserve space for a boiler to support potential snowmelt infrastructure.
On public art, deRoo said the city received 18 mural proposals for two spaces (the southeast wall of 122 E Main and a removable mural in the passageway at 137 E Main). The city attorney is preparing agreements; because the projects are budgeted in 2025—62026, work is expected to begin in June.
On events, deRoo said the Memorial Day parade route has adjustments this year because of construction and cemetery work; the Memorial Day ceremony will be held and livestreamed from 2nd Reformed Church.
Under other business, Board Member VanHoven raised persistent parking shortages in the North parking lot and curb parking in the South lot; members questioned enforcement priorities. Gentry reported a resident leaving household garbage in business dumpsters in the South lot.
The board took no formal action on the RFP, murals or parking in the meeting minutes; staff will continue outreach and administrative preparations.
