Stephens City backs bill allowing local tax on cigarettes and vapor products

Mayor Michael A. Diaz read the resolution by title and the council adopted it by roll call after correcting a reference to “Strasburg” in the draft to “Stephens City.” Councilmembers said they were surprised the town currently has no specific local tax authority for nicotine vapor products. Town Manager Mike Majher noted the council did not have information on whether nicotine pouches such as ZYN are covered by existing tax language; that detail remains unresolved.
Council took the vote as an expression of support; the resolution does not itself change local tax rates. The adopted resolution will be transmitted to the town’s state legislative contacts and reflected in the town’s official position on HB 2488.
