Afton council backs subdivision, permits and $1,500 VFW donation; season golf pass fees to stay

The Afton Town Council on Nov. 8 approved several routine and project-related items, endorsing a county minor subdivision, clearing a special use permit for a storage container, authorizing an easement for utilities to a new maintenance storage building and approving a $1,500 donation to the Veterans of Foreign Wars for youth programs.
The council accepted the Afton Planning & Zoning Board’s recommendation and authorized Mayor Joel Neuenschwander to sign the plat for the Dragonfly Cove minor subdivision, which lies in Lincoln County within one mile of Afton’s boundary. Councilman Jerry Hansen moved to accept the board’s recommendation and Councilman Jason C. Inskeep seconded; the motion carried.
Charles Sutter, representing the VFW, requested municipal support for youth programs; Councilman Inskeep moved to authorize a $1,500 donation and Councilman Rick Merritt seconded. The motion carried.
The council also approved a special use permit allowing a storage container to be placed at 125 West Rocky Road (Valley Auto), after discussion that the town will continue to review containers case-by-case and that required setbacks must be met. The permit motion was made by Councilman Hansen and seconded by Councilman Merritt.
On routine business the council approved the consent agenda, which included minutes from prior meetings, business licenses and building permits for October, payment of bills for the period ending Oct. 31, 2016, and confirmation that the 2017 season golf pass rate will remain $200. Councilman Inskeep moved to approve the consent agenda and Councilman Merritt seconded; the motion carried.
An easement agreement allowing the Lincoln County School District to grant utility access for the new maintenance storage building on Jefferson Street was approved after Councilman Merritt moved and Councilman Hansen seconded; Mayor Neuenschwander voted in favor and the motion carried. A related memorandum of understanding to allow reciprocal use of school and town facilities failed for lack of a second; Councilman Inskeep had abstained from that discussion due to a potential conflict of interest.
Several other administrative items were on the agenda, including presentation of the municipal court docket and a detailed bills list. The council entered executive session at 7:30 p.m. to discuss personnel and legal issues, reconvened at 8:30 p.m. with no action taken, and adjourned at 8:35 p.m. The next regular meeting is scheduled for Dec. 13, 2016, at 5:00 p.m.
Actions recorded at the meeting include approval of the Dragonfly Cove plat, the VFW donation, the Valley Auto storage-container special use permit, the consent agenda and the easement agreement.
