Stephens City Council unanimously authorizes ARPA sewer RFP and approves two sewer contracts; B‑1 amendment accepted

At its Nov. 12 meeting Stephens City’s Town Council unanimously authorized an RFP to use ARPA funds for sewer projects, approved a JLC contract for sewer pipe replacements and a Judy Construction contract to extend sewer to Newtown Landing (estimated $50,000, shared with the developer), and accepted a third reading of a B‑1 historic district text amendment.
Stephens City Town Council on Nov. 12 unanimously authorized staff to seek bids for sewer projects using American Rescue Plan Act funds and approved two separate sewer contracts while accepting a third reading of a zoning text amendment.
The council voted to authorize Town Manager Mike Majher to issue a request for proposals to expend ARPA funds on sewer projects after Majher and staff said a contract must be executed by the end of the year and funds must be spent by the end of 2026. “We must have a contract by the end of the year, and funds must be fully expended by the end of 2026,” Majher said during his report. Councilwoman Mariah Smith moved to authorize the RFP; the motion passed with the recorded vote showing all members present voting Aye.
Council members also approved a contract with JLC to replace sewer pipe from Mulberry Street to Green Street. Majher said the town received three bids and confirmed the selected bidder is a local company. Councilwoman Tina Stevens moved to accept the JLC contract; the motion carried unanimously.
Separately, Majher reported that two lots on the north end of town and several undeveloped parcels in Newtown Landing need sewer service. He estimated the extension project will cost $50,000 and said the expense will be shared between the town and developer Dave Holliday Construction. Councilwoman Mariah Smith moved to accept a contract with Judy Construction for the Newtown Landing sewer extension; that motion also passed unanimously.
On the ordinance docket, Mayor Michael A. Diaz asked the clerk to read the title for the third reading of the text amendment to Section 23-362 (Historic District B-1: Use Regulations). Councilwoman Tina Stevens moved to accept the third reading; that motion carried with the recorded unanimous vote.
Procedural items also approved without discussion included the minutes of the Oct. 1, 2024 regular meeting. The meeting adjourned at 6:35 p.m.
