Clay County board approves routine items, coach appointments and policy changes on first reading

The Clay County Board of Education on July 9 approved a slate of routine items including minutes from the June 18 regular session, appointments to the Student Disciplinary Hearing Authority and a list of fall and winter nonfaculty and volunteer coaches.
Moderator opened the meeting and called for approval of the June 18 minutes; the motion by "mister Weir," seconded by "mister Henson," passed by voice vote, with no opposition recorded.
The board then approved the 2026-2027 Student Disciplinary Hearing Authority membership, with staff noting Mr. Edwards as SDHA chair; the motion passed. The board also approved the list of fall and winter sports nonfaculty and volunteer coaches by voice vote.
The board reviewed several policy revisions on first reading that staff said were provided by the Tennessee School Boards Association and resulted from state-law changes. "All of these that we have before you tonight . . . have been vetted or provided by TSBA," the Moderator said. A motion by "miss Weir," seconded by "mister West," carried on roll call; each listed board member voted aye in the roll call recorded in the transcript. The policies will return for a second reading at next month27s meeting.
The Moderator noted one additional policy related to the timing of the district budget remains under review and will be brought back once state clarifications arrive.
The meeting moved on to reports and other agenda items after the votes; no public commenters had signed in for the public-comment period.
The board adjourned routine business and proceeded to presentations and personnel matters later in the agenda.
