Highway 40 sidewalk project stalls after CDOT flags major design issues

Councilors spent the longest portion of their June 9 meeting addressing problems that have stalled the Highway 40 sidewalk project after the Colorado Department of Transportation identified multiple design shortcomings.
Town staff told the council CDOT flagged the absence of a traffic engineering review, ADA compliance concerns, curb and gutter and crosswalk design problems, and the need for updated traffic studies. The project has a DOLA grant of $50,000 and approximately $250,000 in additional grant funding; roughly $66,000 has already been spent on engineering.
Council members debated the project’s value and tradeoffs. Some questioned whether sidewalks and crosswalks justify the added cost, while others said improved pedestrian infrastructure would boost safety, community appearance and economic activity. Concerns raised included potential increased truck noise and the effects of speed reductions on traffic flow and local businesses.
Without a final decision, the council directed staff to seek a one-year extension for existing grants, pursue a federal Transportation Alternatives Program grant, and hire a traffic engineer to address CDOT’s technical concerns. No timetable was set for when those steps will return to the council for further action.
