Council adopts fee-schedule updates including Parks program options and cemetery pricing

The Enumclaw City Council approved Resolution 1879 on May 26, revising several municipal fees after staff presentations.
Parks: Alina Hibbs, Parks & Recreation Director (speaker 10), presented two Parks fee proposals. She said the current three-day-per-week EELS swim-team program charges $276; staff proposed a lower-cost two-day-per-week option to offer a more affordable alternative while noting participants would still attend the same number of meets. Hibbs also described cemetery fee adjustments made in coordination with Weeks Funeral Home: sold-out north and south mausoleum sections were removed from the schedule and remaining alcove niches were repriced to reflect operations, maintenance and contributions to the cemetery endowment. Council reviewed the packet and accepted staff’s recommendation to proceed.
School impact fees: Finance/operations staff (speaker 14) explained a 3.1% automatic adjustment to the school impact fee based on the Seattle–Tacoma–Bellevue CPI-U; staff said the change had been implemented on April 1 and that paperwork was being updated to match permit records. A representative from the school district (email from Kyle Fletcher) had asked about the city’s adoption of a calculated fee; staff replied they would evaluate the district’s capital facilities plan this summer and return with a recommendation if the council wished to change past policy.
Council moved, seconded and approved Resolution 1879 by voice vote.
Next steps: staff will update administrative materials to reflect the CPI adjustment and implement the revised Parks and cemetery fee schedule as reflected in the adopted resolution.
