Council discusses potential park acquisition and tiny-home workforce housing

Council discussed acquiring a deteriorated property adjacent to Town Park that the owner may be willing to sell for about $30,000. Town Manager-level staff member Larry Elarton described the parcel as including a residence, outbuildings and significant cleanup requirements. Potential uses discussed included additional park parking, park expansion, recreation improvements and community-event space. Council weighed acquisition costs, cleanup and demolition expenses, and grant opportunities and tabled the matter for additional review and possible negotiations with the property owner.
Separately, developer Kevin Yancy joined by Zoom to present concepts for tiny-home developments intended to address workforce, affordable and senior housing needs. Yancy described units ranging from about 200 to 600 square feet built to residential standards, and highlighted potential affordability and modular construction advantages. Council members raised concerns about utility capacity, sewer and electrical service, minimum dwelling-size requirements, zoning compatibility and long-term sustainability. Several members expressed support for further exploration but emphasized the need for public outreach, more detailed planning, and possible ordinance amendments before any approvals. Staff was directed to prepare outreach materials and public meetings to gather input.
