Board approves bidding for 38th Place stormwater phases 1–2 after DNR permit OK; County Line culvert to be reissued concurrently

The Hoover Sanitary Stormwater District approved staff recommendations to advertise the bid documents for phases 1 and 2 of the 38th Place/Fillmore stormwater improvement project, and to reissue concurrent bid documents for the County Line culvert replacement.
Staff said DNR permits for the 38th Place project are in place but that at least one right‑of‑entry easement from a private property owner remains outstanding. The board was given a schedule for procurement: legal ads in early April, a pre‑bid conference April 30, bid opening May 7 and anticipated award at the board’s May meeting.
An engineer’s estimate discussed during the meeting placed phases 1–2 at about $5.3 million including a 15% contingency; staff described that the project scope includes outfalls, culvert and crossing work and noted phase 3 would add a culvert through the railroad at a later date. Board members discussed doing multiple projects concurrently to improve pricing and noted the County Line culvert will have a shorter bid window due to scheduling constraints.
A motion to advertise and proceed with bidding for phases 1 and 2 passed on a voice vote. The board separately approved reissuing the County Line culvert bid documents to run concurrently so both procurements can progress in spring toward summer construction.
Staff said contract awards will be brought back for board approval once bids are opened and evaluated. The board emphasized coordination with railroad permitting for later railroad‑crossing work and with county partners where jurisdictional crossings or traffic restrictions apply.
