Council introduces annexation for 6.66‑acre parcel on I‑65 corridor; public hearing set for April 15

Richard Anderson, an agent for the prospective developer, introduced a voluntary annexation petition for about 6.66 acres adjacent to the I‑65 and 37th Avenue corridor and said the land would be annexed into the city as M‑1 (industrial). Anderson said the request is part of the CATCO project and acknowledged the proposal includes some outside storage and frontage improvements. "It's coming in as M 1 ... it's size 6.66 acres," Anderson said.
Chair (speaker 2) said staff and consultant Baker Tilly prepared a fiscal analysis reflecting a corrected property size and that there were no material financial changes from the earlier packet. Councilmembers discussed prior failed deals on the site and whether infrastructure and utility extensions were appropriate for the location.
After questions from council, a motion and second were recorded to introduce the annexation ordinance and to set a public hearing for April 15. No objections were recorded in the meeting after the introduction motion; the council directed staff to publish hearing notices and include the fiscal analysis material in the hearing packet.
Next steps: the ordinance will be noticed for the April 15 public hearing where residents and stakeholders may comment; staff will provide the supporting fiscal documents and respond to any plan‑commission follow‑up items raised by council at that hearing.
