Sanitation district and city spar over service-area map; Fiscal Court reimburses SCSD for concrete work

At the June 15 meeting the Spencer County Sanitation District's recent meetings and correspondence with the City of Taylorsville were discussed in detail. The district's chair, Bill Drury, reported that SCSD asked the Kentucky Division of Water for more time to negotiate a service-area map but was told the Division planned to move forward around May 22. Following the consultations, on May 13 the district's board voted to keep its facility plan unchanged and sent the City and Division of Water a letter saying it "stands ready to work with the City of Taylorsville" on a memorandum of understanding or other agreement after the Division of Water finalizes the plan.

The court separately considered a reimbursement request from SCSD for concrete work done by Shelburne's Concrete Dirt Works, LLC. Documents in the meeting packet included a district check and contractor invoice. On a motion by Esq. Cotton, seconded by Esq. Pharris, the Fiscal Court approved reimbursement of $15,210 to the sanitation district; the motion passed by voice vote with Judge Travis excused.

What was not resolved in the court minutes was any final agreement between the City and SCSD on the facility map. The SCSD letter, signed by Chairman Bill Drury, framed the decision to leave the regional plan unchanged as a way to avoid restarting portions of the regulatory timeline and stated the district "stands ready to work" with the City once the Division of Water issues a final plan. City representatives, including Mayor Karen Spencer and Public Works Director David Bollinger, attended prior meetings, but no final interlocal agreement was recorded in the minutes of June 15.

Next steps: the Division of Water's timetable will determine when the district and city can formalize any changes to service areas; the Fiscal Court has processed the district's reimbursement and filed payment documentation.
