Spencer County Fiscal Court approves multiple budgets, hires part-time staff and sets special budget meeting

The Spencer County Fiscal Court met on June 15, 2026, in the Fiscal Court meeting room in Taylorsville and handled several routine but consequential items including budget approvals, personnel actions, and a first reading of a local speed limit ordinance.
County Judge/Executive Scott Travis called the meeting to order at 7:00 p.m.; Deputy Clerk Laura Nation performed roll call and the court voted to excuse Judge Travis's absence. The court unanimously (voice vote) approved prior meeting minutes with motions recorded by county counsel and the clerk.
The court authorized the County Judge's Office to hire a part-time employee at the rate of $18 per hour after a motion by Esq. Stump, seconded by Esq. Pharris; the motion passed with all members present voting "aye" except Judge Travis, who was excused. The court also scheduled a special meeting for June 22, 2026, at 6:00 p.m. to adopt the 2026-27 budget and to discuss the county Administrative Personnel Policy.
The Spencer County Sheriff's 2025 tax report and proposed budget were presented and approved by voice vote (motion by Esq. Stump, second by Esq. Cotton). The court recorded routine transfers and approved a slate of invoices and bills across county funds, including the County's recurring insurance and payroll-related items.
On capital and vendor payments, the court approved payment of draw #13 to Elder Construction in the amount of $6,750.00 for the Farmer's Market pavilion (motion recorded). Separately, the court approved a reimbursement of $15,210 to the Spencer County Sanitation District to reimburse them for concrete work they had paid for directly.
The court also addressed county operations: it ordered that all employees use the TCP timekeeping program and noted an inquiry from a resident about lowering the speed limit on Ingram Lane. The court gave Ordinance No. 1 FY 2026/2027 (first reading) approval to set a 25 miles-per-hour limit on Ingram Lane (County Road 1071); that action was recorded as first reading and will require the second reading/adoption to take effect.
Andrianna Marshall, chair of the Spencer County-Taylorsville Recreation, Tourism and Convention Commission, submitted a written request urging continued funding to retain Tourism Director Katherine Scott, warning that losing the director now could jeopardize momentum built over the past two years. In the letter Marshall wrote, "Losing Katherine at this critical point would be a tremendous loss for Spencer County and could jeopardize the progress that has been made." The court did not take formal action on tourism funding during the June 15 meeting.
Before adjourning business for the day, the court acknowledged a letter from Nelson County providing out-of-county landfill rates and voted to go into executive session at 8:30 p.m. under KRS 61.810(b),(c) and (f) to discuss real property, pending litigation and personnel matters; subsequent minutes of the executive session were assigned to Assistant County Attorney Cheryl Winn.
What happens next: the court convenes a special meeting on June 22 to consider adoption of the 2026-27 budget and any changes proposed to the personnel policy. The Ingram Lane speed-limit ordinance remains at first reading and will return for a second reading and final vote at a later meeting.
