Epping Water & Sewer Commission reorganizes leadership, approves abatements and $250 boot allowance; staff report operational items

At its April 7 meeting the Town of Epping Water & Sewer Commission reorganized its leadership, approved two small customer abatements and voted to add a $250 annual boot allowance for water-and-sewer staff.
Reorganization and minutes: Commissioner Mike Fecteau nominated Adam Munguia as chairman and Tom Dwyer as vice chairman; both nominations passed unanimously (motions recorded as carried 3-0). The board also approved the March 3, 2026 meeting minutes and voted to seal the non-public minutes of April 7.
Abatements and personnel allowance: Administrator Dennis Koch requested two abatements — Old Navy for $237.43 and Soaring Hawk for $259.09 — which the commission approved (motion by Chairman Munguia; seconded by Commissioner Dwyer; motion carried 3-0). Commissioner Tom Dwyer moved to add a $250-per-year boot allowance for Water & Sewer workers; the motion was seconded by Commissioner Mike Fecteau and approved 3-0.
Operational reports: Water Operator Anthony Shea reported production of about 200,000 gallons per day, said first-quarter reporting and the Emergency Response Plan have been submitted and accepted by the New Hampshire Department of Environmental Services (DES), and noted the Hoar Pond design is complete and awaiting DES review. Sewer Operator Bruce Baine said flows and dissolved-oxygen levels are balanced across the three treatment trains, that 130 residential sump-pump inspections have been completed, and that Lagoon #1 is being drained back to the head of the plant at roughly 25,000 gpd. Baine also reported a last-prime issue at the Rt. 125 pump station on April 3 tied to generator work; staff expect the generator technician to correct it for future operation.
Other administrative notes: Town Administrator/Operator Jake Roger raised questions about a boot allowance and generator placement at the WWTF (wastewater treatment facility); staff also reported that Pine & Pond residents were not being billed directly as of April 1 and that planned SCADA upgrades will require computer hardware upgrades.
