Osborn board hires summer mower, names mayor pro tem and accepts alderman resignation

Osborn, Missouri — The City of Osborn board convened May 12 and approved routine business, hired a contractor for summer mowing and made appointments and personnel changes.
Mayor Carlena Bradford opened the meeting at 6:04 P.M. and the board unanimously approved the agenda, a list of May 2026 bills and the consent agenda. Alderman Brian Stone moved to accept the agenda, seconded by Alderman Koleby McClintick; the motion passed 4-0. Alderman Norman Baumgarden moved to approve the bills, seconded by Alderman Brian Stone; that motion passed 4-0.
City Clerk Jody Barlow told the board she began water distribution training that day and asked whether the city should engage a collection agency to pursue outstanding water bills; the board indicated it would like to retain a collection agency and discussed preparing requests for proposals for contracted maintenance services. The board scheduled a working meeting for May 18 at 6:00 P.M. to prepare those requests.
The board voted 4-0 to hire Gerald Smith to mow city properties for the summer at $15.00 per hour after Smith submitted an application to provide the work. Alderman Brian Stone made the motion and Alderman Dale Stinson seconded.
Alderman Brian Stone moved, seconded by Alderman Koleby McClintick, to name Alderman Norman Baumgarden mayor pro tem for the coming year; the motion passed 4-0.
Alderman Koleby McClintick submitted his resignation and said, "it was an honor to serve the citizens of Osborn." Alderman Brian Stone moved to accept the resignation under protest, seconded by Alderman Dale Stinson; the motion passed 3-0.
With no further business, the board adjourned at 6:57 P.M. following a motion by Alderman Stone, seconded by Alderman Stinson; the motion passed 3-0.
Meeting minutes were signed by Mayor Carlena Bradford and City Clerk Jody Barlow and filed as the official record.
