OSBORN, Mo. — The City of Osborn board voted to hold a closed session for personnel on Feb. 25 under the Missouri statute authorizing closed meetings for personnel matters (RSMo §610.021(13)).
Alderman Brian Stone moved to go into closed session and Alderman Dale Stinson seconded the motion; roll call at 6:32 p.m. recorded AYES from Aldermen Norman Baumgarden, Brian Stone and Dale Stinson (3); NOES: 0; ABSENT: Alderman Koleby McClintick (1). The motion carried and the board entered closed session.
The minutes record that Alderman Brian Stone later moved, with Alderman Norman Baumgarden seconding, to return to open session at 6:55 p.m.; the roll call again recorded AYES from Baumgarden, Stone and Stinson (3) and the motion carried. The minutes do not disclose the substance of the closed-session discussion, consistent with the statutory allowance for personnel matters.
With no further public comment, Alderman Brian Stone moved and Alderman Norman Baumgarden seconded a motion to adjourn; the meeting adjourned at 7:10 P.M. on a 3-0 vote. The minutes were signed by Mayor Carlena Bradford and attested by City Clerk Jody Barlow.
