Task force approves YMCA, Arden Library and other small revisions; repurposes $20,000 in Cross Street award

The Middletown ARPA Task Force approved a package of minor budget revisions and one substantive amendment on Aug. 21.
Staff presented minor revisions for the YMCA team mentoring project (approximately $53,000 remaining, primarily for salaries), Arden Library (city project; minor spreadsheet-format revisions), St. Vincent de Paul and a CHC peer-to-peer mental-health staffing revision. The task force voted to accept these revisions without objection.
The task force also approved an amendment to Cross Street to remove an unneeded $20,000 previously budgeted for a 2023 single audit and to revise Cross Street's end date of performance to Dec. 31, 2025. Martha (staff) explained that Cross Street requested to end its project in 2025 and would not need the single-audit funds; the task force directed staff to repurpose that $20,000 for direct household assistance within the Cross Street award and to issue an amended agreement.
Martha said staff has been sending a biweekly tracker to the city showing remaining balances and end dates and that by early next year only a small number of subrecipients will remain to be monitored. She also said Claire will be the point person for these subrecipients beginning in October and that staff will circulate the meeting results next week.
The task force asked staff to prepare an agenda item in case Cross Street or other recipients cannot meet the amended requirements, and members emphasized that reprogramming returned funds should be targeted toward direct assistance if termination occurs.
