Inspectors find about 15 dogs at unpermitted kennel; state's attorney to pursue arrest warrant

Building Department official Dean said inspectors visited 699 Country Club Road on Aug. 29, found an approximately 830-square-foot structure and about 15 German shepherds, and concluded the owner did not have required land-use approvals or building permits for the use.
‘‘There’s about 15 German shepherds,’’ Dean said. He told the committee the owner apologized for not responding to certified letters and that inspectors notified the owner that permits and building plans would be required to legalize the structure and its use.
Dean said he notified Tom and the animal-control officer; staff delayed further action to avoid unnecessary search warrants but will monitor the site. Tom told the committee he is working with the state's attorney and that he had prepared an arrest-warrant package for illegal kennel activity; he expected to send a revised warrant and initiate court proceedings.
Committee members said enforcement will proceed through building-permit requirements, animal-control follow-up and the court process. The committee did not vote on additional actions at the meeting; staff will notify the committee of next steps as legal filings proceed.
