Francestown Select Board adopts 2026 budget, accepts tax deferral and approves nominations

The Francestown Select Board approved the town's 2026 budget and several routine items during a brief meeting Feb. 9.
Chair Charles M. Pyle III called the meeting to order at 5:31 p.m. and, after a short appointment discussion, the board took a series of motions to clear routine business.
Karen Kitzgerald, a member of the Select Board, moved to approve the manifest dated Feb. 11, 2026; Chair Charles M. Pyle III seconded the motion and it passed. The board then approved the minutes of the Feb. 2, 2026 meeting on a motion by Kitzgerald, seconded by Pyle.
On a motion by Chair Pyle, seconded by Kitzgerald, the Select Board accepted an application for a property tax deferral for Map 2 Lot 34. The board also approved an amended warrant (typo corrections) that had been presented at the prior budget meeting; an official copy was signed for the Tax Collector's Office and a certified copy was prepared for public posting.
The board adopted the 2026 budget by approving Form MS-626 on a motion moved by Pyle and seconded by Kitzgerald. The minutes note that the Budget Advisory Committee (BAC) will be invited to present its findings at the Select Board's Feb. 23, 2026 meeting.
Chief Mark Philibert introduced Officer Michael Dumas as a candidate to fill a part-time officer position; Philibert said Dumas has worked with him in both military and police service for more than five years and is currently a full-time officer in Canterbury, N.H. No formal appointment was recorded in the minutes; the introduction was noted as part of the appointments portion of the meeting.
The Select Board approved nominations to the Recreation Commission: Ella Dishong (new member, Youth Ambassador), Amanda Psaros (re-appointed, Community Market co-manager) and Aaron Kelly (status updated to alternate member). Each nomination was approved on a motion that passed.
With no further business, a motion to adjourn was made by Chair Pyle, seconded by Kitzgerald; the meeting was adjourned at 5:46 p.m.
What happens next: The Budget Advisory Committee is scheduled to present to the Select Board on Feb. 23, 2026. If further actions or appointments are recorded in subsequent minutes, they will provide the formal record of any hires or additional approvals.
