Township hears JIF renewal pitch; committee approves three-year JIF contract

Paul Myola, former executive director of the Burlington County Municipal Joint Insurance Fund, told the township the fund’s financial strength and member-driven services distinguish it from commercial carriers. “We have over $14,000,000 of cash on hand,” Myola said, and noted the JIF has returned more than $15 million to Burlington County municipalities since its formation in 1991. He highlighted dividends paid to member towns, safety-training programs, targeted municipal risk-management services and on-call claims professionals as benefits of membership.
Myola warned against funds that underfund reserves or rely on supplemental assessments, saying those organizations “discount their reserves” and later ask members for more money. A second presenter who identified himself as Tom added that member engagement in safety programs “pays dividends in the long run” through lower claims and returned surplus.
Committee members asked about the scope of JIF services and membership scale; a member noted Burlington County has 27 member municipalities and the presenters confirmed the JIF’s services are countywide. Lisa (the township administrator) said the committee had received the materials in advance and thanked the presenters for attending.
After discussion, the council moved and approved resolution 2026R-77, authorizing a three-year renewal of membership in the Burlington County Municipal Joint Insurance Fund. The resolution passed by roll call. No amendment to coverage terms was made at the meeting; staff will execute the contract before the August deadline and complete required paperwork.
What’s next: Township staff will finalize the renewal paperwork and coordinate with JIF representatives on member engagement and the safety committee schedule.
