Epping Town Administrator Jake T. Roger told the Board of Selectmen on April 13 that the town has received a $100,000 grant to study infiltration and inflow (I&I) into the municipal sewer system, a problem that sends stormwater and groundwater to the treatment plant and increases operating costs.
Roger said Underwood Engineers will use the study to identify the worst spots and propose projects this fall to reduce I&I. "In the fall, Underwood Engineers will have a list of the worst spots in town for I & I and projects on how to reduce I & I to save money," he said.
Roger outlined two funding approaches: the town could use ratepayer reserves and address problems over roughly 10–15 years, or seek a bond and correct multiple I&I issues more quickly. He said the town could pre‑apply to the state revolving fund by May 31; eligibility for principal forgiveness could affect whether the town later places a bond warrant article before voters.
The board reached a consensus to submit a pre‑application to preserve the town’s options while noting reluctance to ask voters for an additional wastewater bond warrant article. No final decision on pursuing a bond or the size of any warrant article was made at the meeting.
Next steps: Underwood Engineers will complete the I&I assessment and present specific project recommendations and cost estimates this fall, and the board will consider financing options once those estimates are available.
