Greenland ZBA grants variance to allow four lots with 12.5-foot frontage on Tuttle Lane

The Greenland Zoning Board of Adjustment on April 21 granted a variance permitting the subdivision of 120 and 130 Tuttle Lane into four lots with 12.5 feet of frontage each, despite a Greenland Zoning Ordinance requirement of 200 feet of frontage for lots in the Residential Zone.
Attorney F.X. Bruton, representing the owners (Greenland Tuttle LLC and the Colton Gove Revocable Trust), presented the application and argued the proposal met the variance criteria outlined in the ordinance, including consistency with the ordinance’s spirit, public interest and safety, and provision for utilities. Bruton said the applicants planned to maintain private access rather than create a public road and described a reciprocal easement structure under which each lot would share use rights to the frontage.
Several abutters and residents spoke during public comment, raising concerns about drainage and wetlands—citing culverts, frequent washouts and historical flooding—and about potential reductions in property values, altered views along the Winnicut River, and the adequacy of proposed buffers. Attorney Bruton and the board said those environmental, drainage and buffer questions would be considered at the Planning Board level and reviewed by Altus Engineering.
After discussion, Jean Eno moved to grant the variance according to the Beals Associates plan dated August 2025 (Project No. NH-1553.2, Sheet No. 2); Glenn Page seconded. The motion carried with all voting members in favor. Leonard Schwab recused himself from the matter; Gordon Sims had been approved as a voting member for the hearing. The minutes record the vote as unanimous among the voting members present.
The board clarified that its decision applied only to the legal frontage requirement; subdivision approval, engineering sign-offs, wetlands permitting and any road or buffer construction remain subject to Planning Board review and applicable permitting. The public was encouraged to attend upcoming Planning Board meetings for further consideration of engineering and environmental details.
On administrative items the board approved minutes from Nov. 18, 2025, and adjourned at 7:25 p.m. The next meeting is scheduled for May 19, 2026, at the Town Hall Conference Room.
