Selectmen approve fire detail fees, first-half tax warrant, surveillance policy and Stillwater Drive bond release

The Greenland Board of Selectmen voted unanimously May 4 on a suite of administrative and financial items, including a new Fire Department detail fee policy, signature of the first-half property tax warrant, adoption of a Video Surveillance Policy for Town facilities, and release of a maintenance bond for Stillwater Drive.
Fire Chief Riley Stanchina presented the Fire Department detail-fee policy, which bases rates on FEMA equipment schedules and local personnel costs with the goal of full cost recovery for events and situations where fire protection systems are out of service. "The fees are intended to cover the full cost of personnel, equipment and benefits," Chief Stanchina said. Selectman Paul Stanley moved to approve the policy effective immediately; the motion passed unanimously.
The Town Clerk/Tax Collector prepared the first-half property tax warrant; Selectman Paul Stanley moved to approve the warrant and the board signed it to allow bills to be mailed (anticipated by May 11). The Board also approved a Video Surveillance Policy designed to formalize access and footage-release procedures after recent camera upgrades at Town Hall and the Fire Department; Selectman Stephan Toth moved and the motion carried.
Altus Engineering approved release of the remaining Stillwater Drive maintenance bond in the amount of $25,265.71 plus interest; Selectman Stephan Toth moved to release the bond and the motion carried. The Board approved the Consent Agenda, which included a veterans exemption of $5,000 (368 Breakfast Hill Road), accounts payable of $157,389.13, and payroll figures (gross payroll $86,316.67, net payroll $63,670.57).
No dissent or conditions were recorded in the minutes; the board characterized these items as routine administrative business.
