Members of Greenland's Budget Subcommittee joined the Board of Selectmen on April 20 for a focused review of town contracts and budget assumptions. The subcommittee's Brian Midura, Martha Wassell and Todd Cadle emphasized that wages and personnel account for about 83% of the town budget and urged a careful review of recurring contracts to control costs.
The subcommittee recommended pursuing multi-year contracts for predictable services and preventative maintenance where feasible, centralizing contract documentation for easier oversight, and evaluating single-source contracts when competition is not possible. Town Administrator Tara Tucker was directed to work with department heads to ensure contracts are documented and to require justification for single-source vendors.
The Board also asked TA Tucker to prepare a comparative study on solid waste management options, contrasting the current Transfer Station model with curbside pickup. The minutes note the town uses Troiano, Waste Management and ecoMaine for recycling, hauling and disposal and that there is confusion about Lamprey Co-Op billing through Waste Management; Tucker will request clarification and consult Stratham for comparative data.
Next steps: TA Tucker will prepare the comparative solid waste study, gather contract expiration dates and share expense reports with the Budget Committee for independent review.
