The Greenland Planning Board on March 19 continued consideration of a proposed 15‑lot open‑space subdivision at 340 Breakfast Hill Road after applicants said arrangements for public water and state approvals remain unresolved.
Scott Cole of Beals Associates and Scott Gove of The Gove Group told the Board they are negotiating water supply arrangements with the City of Portsmouth and said Rye and Portsmouth have intermunicipal agreements that constrain direct sales to Greenland. "The water issue could take a couple of years to resolve," Gove said, noting Rye has drilled a well on another property and state approval is underway. The applicants said the project previously received conditional approval for Seavey Way that was contingent on securing water to the development.
The Board reviewed a March 5, 2026 Altus Engineering comment letter and discussed specific items including whether phasing is necessary (Board determined it was not for 15 lots), street lighting (none planned), whether Conservation Commission review or a site walk was needed (Board declined), and a request for hand‑auger soil borings (applicants said test pits and soil studies were done and that hand augers are typically performed by a contractor if required). Mark Fougere said he would contact Altus Engineering for clarification on the boring requirement.
H. Droesch moved to continue the application to the April 16, 2026 meeting to allow the applicants to respond to outstanding engineering comments and to pursue required state approvals and water supply agreements. F. Catapano seconded; all voted in favor.
What happens next: applicants will respond to Altus Engineering comments, pursue state permits and a public water supply, and return on April 16 for further review.
