Turtle Lake approves bond resolution to fund citywide street project; engineers, contractors cleared to proceed

Turtle Lake commissioners voted May 18 to finalize a bond sale that will fund a citywide street improvement project and approved related engineering actions to move the work toward construction.
John Lundby of Colliers Security reported the bond sale “went well,” producing bonds with a 20-year maturity at 4.45% interest, and asked the commission to authorize closing documentation to be finalized on June 9. Commissioner Tim Britton moved to approve the bond resolution; Commissioner Rick Schwalk seconded. The roll call recorded Commissioners Stacie Adams, Tim Britton, Rick Schwalk and Dianne Zenker as voting in favor and Commissioner Matt Lang as absent, and the motion passed.
Alexis Nienow of Moore Engineering told the commission that contracts have been sent to Keller Paving and that the contractor will return signed, official contracts to the city for execution. The commission approved an engineering amendment on a motion by Britton, seconded by Schwalk; the roll call passed. Nienow said a firm start date has not been set but contractors anticipate beginning in mid‑July and are aware of Turtle Days parade routing.
The meeting also included a sewer-project construction update. Contractor Swanberg reported the underground sewer work should be completed by May 19; Knife River is scheduled to begin its portion after that. Moore Engineering said chip-seal work for affected streets is planned for 2027 and that manhole rehabilitation will begin once weather conditions permit. Moore confirmed that lawns damaged on Charles Street will be repaired by the contractor.
The commission did not specify the total bond principal in the minutes; documents to be finalized at closing are expected to record the full terms. The next procedural step in the minutes was authorization for staff and counsel to finalize closing paperwork on June 9 so contract execution and mobilization can proceed.
