Farmington holds RSA‑required hearing on bond for cemetery easement to build Well 4R

Selectmen opened a public hearing Feb. 19 on a warrant article that would authorize the town to issue a bond or note in excess of $100,000 to acquire easements from the Farmington Cemetery Association needed to construct a new drinking water source known as Well 4R.
Interim Town Administrator Paul Sanderson told the board the hearing fulfills the statutory requirement in RSA 33:8‑a. "The purpose of this public hearing is to comply with the requirements of RSA 33:8‑a (1)," he said, and added the town has a Memorandum of Agreement on file and that the warrant language has been reviewed by both Town Counsel and the Department of Revenue Administration.
Chairman Gerry Vachon opened the hearing by motion (Vachon, second Scruton) and the board voted 5‑0 to leave the hearing open for an hour while it conducted other business. Selectmen later voted to close both bond‑related hearings and to proceed with placing the articles on the warrant for Town Meeting.
The proposed Article #9 would authorize the town’s agreement with the Farmington Cemetery Association to secure easements and property rights necessary for siting the well and any state‑required protective well radius. Sanderson said the agreements and the fiscal computations supporting the proposed bond are on file with the town.
The board did not receive public comment on the easement request at the meeting; no vote on borrowing occurred that night. If voters approve the warrant article at Town Meeting the town would move forward with acquiring the easement rights and the well project as described in town documents.
Next steps: the Selectmen signed the warrant for posting and said staff will provide the full Memorandum of Agreement and related financial computations to voters as part of the town’s voter information materials before Town Meeting.
