Velva City Commission approves $15,000 for dump trailer, passes payroll and bills; engineer reports no bridge bids

Velva City Commission President Mike Schreiner convened the meeting at 7:00 p.m. Dec. 16 at Velva City Hall, where commissioners approved minutes, signed off on payroll and bills, and allocated $15,000 toward a dump trailer purchase.
The commission voted unanimously to approve the Nov. 18 regular meeting minutes after a motion by Commissioner Mary Liz Davis and a second from Vice President Dave Keller. Later, a motion by Davis, seconded by Commissioner Ben Zietz, passed on a roll-call vote to pay bills totaling $63,384.41 and payroll of $39,772.48; major line items listed included Black Mountain Software ($18,063.20) and Circle Sanitation ($7,126.50).
In separate business, Commissioner Gene Jenson moved, with a second from Commissioner Ben Zietz, to allocate $15,000 to purchase a dump trailer for hauling mowers and other equipment; the motion passed on a unanimous roll-call vote.
Alan Walter, an engineer with Ackerman-Estvold Engineering, told the commission that bids for the 41-bridge project opened Dec. 6 but “no bids were turned in for the project.” Walter said the plan is to rebuild the bridge and reshape the river channel to handle extra water; he said he does not have a completion date but that “the entire project will be finished by 2030.” Emma Lavachek, also with Ackerman-Estvold, said she was surprised Velva did not receive any bridge bids and raised questions about timing for Master Lift Station reimbursements to the city.
Commission President Schreiner presented the police report for November and asked for a follow-up with the police department to determine whether a dog that bit a resident has been removed from city limits. Vice President Dave Keller relayed resident complaints that speed-bump and “no Jake brakes” signs are too small and said he has observed coyotes on private property; Schreiner suggested Keller contact the Game & Fish Department.
Commissioner Mary Liz Davis reported an ordinance violation involving an unhitched trailer parked on the street; she said the owner was contacted and corrected the issue. The commission also noted that the appliance drop-off collection has been extended and is still available for residents to dispose of appliances and metal.
With no further business, Schreiner adjourned the meeting at 7:32 p.m. The next Velva City Commission meeting is scheduled for Tuesday, Jan. 21 at 7:00 p.m.; the agenda deadline is the preceding Thursday at noon.
