Palmyra council adopts ordinance changing Board of Public Works delinquency calculation; enters closed session

The Palmyra City Council unanimously adopted Bill #1655 on June 19, which amends ordinance sections governing how the Board of Public Works delinquency date is calculated. City Attorney James Lemon read the bill title during the second reading; Council Member Steve Bland moved to adopt and Council Member Clay Thornburg seconded. The roll-call vote was Ayes: Rex Thomas, Brock Fahy, Zach Jones, Steve Bland, Clay Thornburg, and Earl Meyers; Nays: None. Bill #1655 became Ordinance #1290-25-07.
Earlier in the meeting the council approved the agenda (motion by Council Member Bland, seconded by Council Member Meyers) and the consent agenda—consisting of June 5 minutes, city and park bills, and the May financial report—(motion by Council Member Bland, seconded by Council Member Jones). Both motions carried on unanimous roll-call votes.
Council Member Steve Bland summarized items from a Board of Public Works meeting: a billboard frame has been erected, Monroe City will not receive additional assistance until the Mutual Aid Agreement is received, an updated schedule for DNR projects was presented, and a sewer camera is in use. Council Member Rex Thomas reported on an ordinance committee meeting that discussed parking trailers on public streets and rules for planting trees under power lines and near sidewalks; those recommendations were provided to City Attorney James Lemon for comment.
Park Director Doug Meyers told the council the municipal pool is aging and discussed the cost of repairs; no funding decision was recorded. Resident Joe Schaffer described drainage problems on his farmland off Martha Street and agreed to pursue removing concrete, leveling and reseeding the area and placing a curb; elected officials will investigate that option.
Later the council voted to enter closed session pursuant to Section 610.021(1)(2)(12), RSMo. (motion by Council Member Bland, seconded by Council Member Jones); the roll-call vote was unanimous and the council entered closed session at 8:18 p.m. After concluding closed-session business the council adjourned at 9:32 p.m. (motion by Council Member Thornburg, seconded by Council Member Jones).
