Farmer disputes city drainage plan; council offers two Klingner options

Joe Schaffer addressed the Palmyra City Council on June 5 about persistent drainage onto his farmland off Martha Street, saying he did not consider the three engineering options presented by Klingner & Associates to be viable. Schaffer suggested installing a pump or lift station but did not identify where water diverted by such a system would be discharged.
City Attorney James Lemon responded that the waterway in question is a natural channel and stated the City had not diverted stormwater onto Schaffer’s property; Lemon said removing concrete could be another option to reduce flow velocity. Mayor Pro Tem Brock Fahy said the City would work toward a reasonable solution.
After discussion the council’s consensus was to offer Schaffer either Klingner & Associates Option #1 or Option #2 and to present that offer to him at the next council meeting. Schaffer left the meeting at 7:18 p.m.
