Palmyra City Council unanimously approves grant applications, employee handbook change and several contracts

The Palmyra City Council met June 5, 2025, and by unanimous roll call approved a set of routine and project-related measures, including a resolution to apply for a Missouri Department of Transportation Transportation Alternatives Program (MoDOT TAP) grant and an amendment to the owner-engineer agreement for the Hutcherson Trail DNR grant.
Council Member Steve Bland moved to approve the agenda and consent agenda; both motions were seconded by Council Member Zach Jones and carried on unanimous roll call votes (Ayes: Meyers, Thomas, Fahy, Jones, Bland, Thornburg). The consent agenda included approval of the May 15 minutes, city and park bills, and multiple invoices from Klingner & Associates tied to MoDOT TAP, CDBG (N Dickerson/Golf Course), and DNR water and sewer improvements.
Council Member Clay Thornburg moved, and Council Member Steve Bland seconded, to authorize Mayor Adrian to execute an amendment to the owner-engineer agreement with Klingner & Associates regarding the Hutcherson Trail DNR grant; the motion carried unanimously. Thornburg also moved to approve an agreement covering Commercial Driver’s License training and certification costs; that motion likewise passed on a unanimous roll call.
The council approved Resolution #2025-07 amending the Employee Handbook on compensatory time off and Resolution #2025-08 authorizing the mayor to sign and the city clerk to certify documents to allow the City to apply for a MoDOT TAP grant. Both resolutions passed on unanimous roll call votes.
By consensus the council authorized City Attorney James Lemon to begin eviction proceedings with Charter Communications on June 12 over nonresponse to a pole attachment agreement; that action was recorded as a consensus authorization rather than a formal roll call motion.
City Attorney James Lemon conducted the first reading of Bill #1655, which would amend sections 700.130, 705.110 and 715.030 of the City ordinances related to calculation of the Board of Public Works delinquency date; no final action was taken on the bill at this meeting.
Street Commissioner Austen Dornberger reported that Bleigh Construction is scheduled to begin work on the North Dickerson Street project next week. Police Chief Mike Baker reported the Food Pantry fundraiser netted almost $16,700 and that construction of the department’s new Tahoes is expected to begin next week.
The council adjourned at 8:38 p.m.
