Turtle Lake hears sewer-lining update; street project design continues after loan setback

Moore Engineering told the Turtle Lake City Commission on Jan. 12 that installation of all sewer liners is complete but that manhole 28 will require additional work this spring. The firm said it will return this month for spot repairs and noted the city is withholding liquidated damages while the final liner work is verified.
Commissioners approved pay application No. 8 for the project with a $0.00 payment. The motion to approve the pay application was made by Commissioner Stacie Adams and seconded by Commissioner Tim Britton; the roll call vote was unanimous.
Commissioners also received a status update on a separate street-improvement project. The board was told the Bank of North Dakota (BND) loan application was not awarded. Moore Engineering has completed the topographic survey and is progressing with design work; staff requested a meeting in the coming week to discuss project scope and noted a special meeting could be called if necessary.
Moore Engineering representatives present included Charlie Divson and Michelle Pickett. The commission was told Phase 2 of the Sewer CDBG project currently has no new updates.
Financial records included in the meeting packet list payments to Moore Engineering Inc. (for example entries of $35,230.10 and $72,056.00 in the December register). The commission did not take additional action on those listed payments at the meeting beyond approving the contract pay application noted above.
Next steps identified by staff: spot repairs this month, additional work at manhole 28 in spring, and a follow-up meeting to set the street project scope and schedule.
