Wahpeton board elects officers, names committees and makes administrative appointments

The board elected Jake Kubela president and Kathy Dimmer vice president, set committee assignments including a new Ad Hoc Leave Committee, reappointed representatives to the SRCTC board, designated Bell Bank as depository, authorized signatories and attorneys, and appointed program representatives and liaisons; all votes were unanimous.
At its July 9 meeting the Wahpeton School Board set leadership for 2025–26, named committees and made several administrative appointments and designations.
New board members Matt Dockter, Lisa Graves and Kathy Dimmer formally took their seats. The board elected Jake Kubela as School Board President (Dockter nominated; Graves seconded) and elected Kathy Dimmer as Vice President (Nelson nominated; Dohman seconded). Both elections carried 9-0.
The board established standing committee assignments for the year and added an Ad Hoc Leave Committee. Committee assignments announced included Finance/Transportation/Building (Dockter, Zalewski, Vetter & Dohman), Curriculum/Personnel/Activities (Dimmer, Graves, Nelson & Hills), Negotiations (Kubela, Hills & Dohman), Wahpeton Alumni Foundation Board (Dimmer), and Ad Hoc Leave Committee (Nelson).
The board reappointed Lisa Graves and Michelle Nelson to represent the district on the Southeast Region Career & Tech Center Board and set the regular board meeting schedule to the second Wednesday of each month at 6:00 PM in the district office conference room.
Administrative designations approved by unanimous votes included naming Bell Bank as the district’s authorized depository; authorizing the Business Manager and Board President to sign warrants; designating Smith, Strege and Fredericksen as the district attorneys; and naming The Wahpeton Daily News as the official district newspaper. The board also appointed Superintendent Michael Kaiser as Temporary Chairman for the initial proceedings and later appointed Kaiser as the district’s Title II, III and IV program representative while authorizing Jacob Dodge as the Title I representative.
The board appointed Jessica Gilsrud as the Local Homeless Children and Youth Liaison and Rosemary (Rose) Hardie as Foster Liaison and approved the Foster Care Liaison job description.
Why it matters: leadership elections, committee assignments and administrative designations determine who represents the district in regional bodies, who signs district warrants and how the district handles program compliance and liaison duties for vulnerable students.
Next steps: board members assumed committee duties and administrative staff will finalize records with designated banks, attorneys and representatives.
