Lancaster council adopts 2025 budget, awards DEMO contract and approves sale to Nutrition Site

The Lancaster City Council used its April 14 meeting to finalize several key municipal actions: formal adoption of the 2025 budget, awarding the city’s DEMO project bid to Red Rock Construction Company, approving the sale of specified lots to the Nutrition Site for $10,000 with the city responsible for demolition, and approving a three-year rental of the hay ground.
Councilman Kevin Buckallew moved, and Councilman Cole Tippett seconded, approval of the 2025 Annual Budget; Mayor Lucas McElhinney called for the vote and the motion carried, 4-0. On the DEMO project, the council voted (motion by Councilman Kevin Buckallew, seconded by Councilman Cole Tippett) to award the bid to Red Rock Construction Company; a pre-construction meeting was held, Batina (via Zoom) reviewed paperwork, and Red Rock owner Derrick Fee and the mayor signed documents. The DEMO project start date was set to be around April 28, 2025, with Red Rock allotted 60 days to complete the work.
On property, the council approved (motion by Councilman Cole Tippett, seconded by Councilman Paul Reynolds) the sale of the west half and east half of Lot Eight (8) in Block Five (5) in the Original Town of Lancaster, Missouri, to the Nutrition Site for a purchase price of $10,000.00; the City of Lancaster will take care of demolition of the building located at 114 W. Jefferson Street. That motion carried unanimously (4-0).
A separate motion to allow Anthony Wilson to rent the lake by the new water tower for three years — in exchange for working the ground, applying fertilizer and reseeding, with the lease to be put out for bids after three years — passed on a 3-1 vote. The minutes do not name which member cast the dissenting vote.
The council also approved a motion to go into a closed session under section 610.021 RSMO - 2 at 7:41 p.m. (vote recorded 4-0) and returned from closed session at 8:01 p.m. (vote recorded 4-0). The meeting adjourned at 8:31 p.m.
Future administrative items noted in the minutes included ongoing street-repair planning, water-and-sewer testing results and staff work on a sewer grant application, and a forthcoming review of a Starrett Rock bid that was tabled pending broader solicitation.
