Lancaster council accepts Red Rock bid for CDBG demo project; declares three properties unsafe

The action came after Mayor Lucas McElhinney opened three bids for the CDBG DEMO Grant project that were read into the record: CS| Contracting — $288,123.00; Red Rock — $127,550.00; and JT Holman Construction — $298,500.00. Following the bid opening, the council voted to accept Red Rock’s bid “pending all certificates and bid tabulations are good and up to date,” according to the meeting record. The motion carried on a 2-1 vote.
Earlier in the meeting the council also moved, seconded and approved a resolution to deem three properties — 116 E Jackson, 103 W Davis and 204 S 4th — unsafe; the minutes state these addresses are included in the CDBG demolition grant project. That motion passed unanimously, 3-0.
Councilman Kevin Buckallew moved and Councilman Cole Tippett seconded both the agenda approval and the bid-acceptance motions; the mayor called the votes. The meeting record does not identify which council member cast the single dissenting vote on the contractor selection.
The Regional Planning Committee was present for the bid opening and departed at 7:00 p.m., the minutes note. The council’s acceptance of the Red Rock bid was explicitly conditioned on verification of required certificates and bid-tabulation documents before contract award.
The council did not take up any additional procurement decisions during the meeting. The minutes show the mayor adjourned the meeting at 7:38 p.m.
