The applicant reported a new, unconditional offer to purchase Lot 15 that would be signed following Board approval.
Board members asked whether Envirolok materials carry warranties, who will inspect retaining-wall integrity over time, and which party would secure a licensed engineer to stamp the plans. Tomas Toro (Grothman) did not know whether warranties exist for the Envirolok materials; the applicant team and homeowner will be responsible for procuring an engineer to stamp the plans. The Board placed seven conditions on approval, including that retaining walls be stamped by a professional engineer and installed prior to a final certificate of occupancy (a temporary certificate may be issued under specified conditions), written homeowner acknowledgment of erosion risk, utilities sign-off on easement releases and an updated CSM, and Pheasant Ridge Architectural Control Committee approval for fence and berm installations.
A motion by Trustee Jim Marx, seconded by Trustee Justin Martinez, approved the site plan subject to the listed conditions; the motion carried unanimously.
