Mazomanie board conditionally approves Plastic Ingenuity expansion with engineering and traffic conditions

The Mazomanie Village Board on Feb. 24 conditionally approved site plans for Plastic Ingenuity’s proposed facility expansion, subject to the technical conditions in two consultant review letters and final legal review.
Village Planner Matt Miller and reviewers from Vierbicher and Town & Country outlined a lengthy set of requirements for the company to satisfy before construction: share submitted and approved schedule materials with Village staff; prepare a developer agreement if the expansion requires upsized village utility services; clarify the total quantity of fill (in cubic yards and corresponding truckloads); identify topsoil stockpile locations; specify footing depths; perform certified soils testing beneath the stormwater basin; and reconcile discrepancies between architectural and engineering plan sets (notably parking location, stall counts and a reported difference between seven and ten loading bays).
Town & Country’s review flagged additional items: the plans will remove an on-site community garden served by a 1-inch water lateral and an existing meter pit that must be abandoned; Plastic Ingenuity agreed to cover relocation costs and two alternate sites are under review. The reviewer also asked for clear sewer and water connection details, confirmation of fire-protection requirements and the labeling of any proposed hydrant and isolation valve. The stormwater management system must meet Village, Dane County and Wisconsin DNR standards and an updated stormwater management affidavit is required before construction starts.
Plan Commission staff recommended, and the Board accepted, an exception to the zoning standard that would allow three driveways rather than the two normally permitted under §201-2(C), and a notably large western driveway (68 feet at the property line and 151 feet at the roadway) to improve site access. The Board also directed Plastic Ingenuity to perform asphalt surface testing from Industrial Drive to the proposed western driveway; if repairs or replacement of pavement are necessary, they must be performed to Village standards at the company’s expense. Truck traffic was required to exit the site to the east onto Village roads rather than west onto Town roads.
On a motion by Trustee Justin Martinez, seconded by Trustee Dawn Forseth, the Board conditionally approved the site plans pending compliance with the items in the Vierbicher review letter dated Feb. 16, 2026, the Town & Country review letter dated Feb. 23, 2026, and final review by the Village Attorney. The motion carried unanimously.
